Interesting breakdown. I think you're accurate to call it a dilemma. Unfortunately, I think this dilemma is a bit more political than we would all like to admit (which you do allude to). In combination with that, unless there's some kind of agreed upon collective behaviour around expression and information, I'm not sure this dilemma will ever get solved.
